    Projects Completed – Court Improvements

     

    Ontario Canada Court Improvements – 1988-1990

    1988-1989 – Ministry of the Attorney General – Courts Administration – Program Planning Committees and Two Regional Directors offices

    • Victims of Crime Implementation – Wrote first Victim Impact Statement – Implemented Victim Fine Surchage ($982m per year) + increased restitution.
    • Served on Expenditure Planning Forecast Committee (EPF) for $500 M Court budget – 3 year cost estimates for all federal and provincial legislation for all 3 Justice Portfolio Ministries (Solicitor General, AG, Corrections) 
    • Served on Criminal Code Concordance committee – redid numbering for entire Criminal Code.
    • 1989-1990 – Ministry of the Attorney General Courts Administration – Regional Directors Office and field work.
    • Interned in every single Court Office doing every single Court Function at Deputy Court Administrator level. Made over 40 recommendations for Court improvements
      • 1989-Peel Region – Robert Cameron Capital Plan for New 3 Courtroom POA courts accepted by Treasury Board Secretariat and Cabinet. Led to construction of facility 1 mile from 141 Clarence Street Main Courthouse
      • Regional Directors Offices –Capital Projects for 2 New Courthouses – Hamilton and Whitby. Renovations of Newmarket Courthouse (additional floor added)

     

    NC Court Improvements – 1992-1995

    First Assistant Trial Court Administrator – North Carolina-26th Judicial District, Charlotte/Mecklenburg, N.C.

     –Civil/Family Case system and statistics revealing it is taking 3 years for cases to resolve. Implementation of full ADR-2-track case management system to resolve case faster, lesst costly – saved local litigants $5 million per year.

    Worked with Bench/Bar/CLE/Clerks office to implement full ADR-2 Track system – 80% resolution rates. District Court Arbitration, Superior Court choices for litigants  – Arbitration, Mediation, Early Neutral Evaluation (ENE), Summary Jury Trials. + 2 tracks (simple, fast) for Superior Court Cases.   Mandatory/Non-binding. Scheduled all ADR proceedings and maintained roster for all ADR neutrals and CLE training.

    -Implemented Custody Visitation Mediation Program with 3 Mediators for all non monetary custody and visitation issues – 80% settlement resolution rate.

    -Implemented Felony Drug Court with 80% reduction in recividism – concomittant reduction in felonies in entire county. $180g per year savings in incarceration and jail costs realized.

    Florida Court Improvements – 1999-2001

    Supreme Court of Florida – Office of State Courts Administrator – Tallahassee, Fl Strategic Planning 

    -Part of Professional staff for Judicial Management Committees – Implemented new statewide Guardianship Monitoring Program to stop elder abuse in all 20 Judicial Circuits – did performance measures accepted by State Legislature (OPPAGA); able to obtain continued funding for Senior Judges and Appellate Mediation for continued statewide funding. 

    Ill Court Improvements-2000-2001

    -16th Judicial District – Kane County – As Deputy Court Administrator implemented ICM study to reorganize felony division. Improved Probate and Civil case management as well

    Tyler Technologies Court Improvements – 2016-2017 

    -Helped implement Courtools.org NCSC 10 Performance measures into Tyler InCode and Tyler Odyssey court case management systems affecting over 40 State Court/County/City and Municipal Court systems across the country for performance measures.

    Consultant Profile

    Robert F. Cameron has worked in both Canada and the U.S. Courts as a Court Administrator and Senior court analyst.

    • Mr. Cameron served with the Courts Administration Branch (Program Development) with the Ministry of the Attorney General (Ontario) in Toronto.
    • Mr. Cameron also served as an Assistant Court Administrator in Charlotte, N.C. and as a Deputy Court Administrator in Kane County, Ilinois.
    • He has helped implement major court reforms including a combined ADR/2-track case management system that saved litigants $5m a year; $500 million expenditure planning forecast; budget submission of $20m/$9m; ABA time standards, performance meausures (CourtTools.org) and the implementation of the Crime Victims Act that included a victim fine surcharge which led to tens of millions of dollars for victims programs.  He also wrote the first victim impact statement used in the courts in Ontario Canada.
    • Mr. Cameron has served in an analyst role for the Florida Office of State Court Administration where he helped implement state wide programs that received new or ongoing State funding.  These included a new guardianship monitoring program in Florida that stopped senior abuse.
    • Mr. Cameron has served as a consultant for several state courts and has helped Tyler Technologies install performance measures into their state court software (Tyler Incode and Tyler Odyssey).
